Hi, there! Warning, I'm not sure that I'll be able to maintain this very well, so some things may get dated as the game goes on. These are also sprinkled with my own biases and opinions. Please take things with a grain of salt! That being said...

The "Velo Has Given Up On Any Hope Of Being Organized And Is Just Throwing Stuff At The Wall" section
PHILTER.
Kills by implanting seeds in the brain. Keeps a diary. Diary entry one was found in a vine-motif lockbox. Diary entry two was hidden behind a poison trap.

NIGHTLUST.

Be careful of them all, but above all else, be careful of Nightlust. This Stalker is the most dangerous of them all, able to kill its victims without even touching them. Penelope, the elderly Aurorus who was killed two nights ago... She was...so lovely. A librarian her whole life who never dealt anyone harm. She wasn't a helpless old Pokémon, though; she never took any nonsense, but...that didn't stop her from becoming a victim of Nightlust. It doesn't need to touch its victims; it ravages and shreds their sanity, destroying their minds... Drowning, burning and suffocating in your own worst nightmare.

OBLIVION.
Communicates in Braille.

In the meantime, Pormalu tried to get a better idea of how this happened. In the dark of the night, it still would have been hard to eviscerate the Snubbull's body and then hang it like this. The rope was strung around a lamp post and a hook that had been driven into the concrete wall. He knew that would have taken time to set up, and it would have had to be done after Sampson was killed. But still, Pormalu couldn't understand why a Stalker would go through all the trouble.

M.O.: Eviscerates Pokemon and hangs them up.
Kills: Sampson the Snubbull - nutritionist, does not seem to be especially prominent in social/financial status. No other details known.
Kill sites: Outside of the Superplex Shopping Center West (Sampson the Snubbull).
Found clue sites: ???
Inferences: Possibly a nocturnal Pokemon ("In the dark of the night, it still would have been hard to eviscerate the Snubbull's body and then hang it like this."); if not nocturnal, they would have some other means of seeing in the dark without drawing attention as they would have been there for a long time after killing Sampson - unless all Stalkers can see in the dark in which case this means very little.
Probably a physically strong Pokemon (hook driven into concrete wall).
Possibly someone with a meticulous, showoffish, or "artful" personality (went to a lot of trouble to display Sampson's body).

Glossary.
"Tells" refers to anything that I find particularly suspicious, such as speech/behavior that matches the MO of a particular Stalker. A Pokemon whose workplace, home, etc are blatantly connected to Stalkers will also count as having "tells". I do not personally consider being slightly related to something weird (for example, the enigmatic Giphlin owning an enigmatic orb) to be a tell until further evidence is given.
If a to-do list item is bolded, I believe it is particularly urgent.

Interesting Folks.
Xatu/Giphlin/F - ALIVE (NO TRUE TELLS). Owns an orb that seems to instill a sense of peace in others by its very presence.
Skarmory/Poko/M - ALIVE (???) - Works at Macanan Textile Manufacturing. Friend of Giphlin, who claims he said he saw something strange on the upper floors of the plant.
Archeops/Dominique/F - ALIVE (CONNECTED TO PHILTER; LIKELY NOT PHILTER, BUT POTENTIALLY FRAMING). Was on the phone with her friend Rusco the Primeape when he was attacked by Philter. She was with him when he died. She was the only one who heard his dying words. Trusted by Pormalu.
Maractus/Nairek/M(?) - ALIVE (STRONG PHILTER SUSPECT, ONE UNVERIFIED TELL). Details unknown. Rusco, who was killed by Philter, claimed that a Maractus had implanted seeds in his brain. Dominique was the only person to hear this report.
Arcanine/Pormalu/M - ALIVE (NO REAL TELLS; MILD SUSPICION). Police chief. Was helpful in the investigation, did not directly volunteer security footage or recorded phone conversation. For unknown reasons, has not acted on Dominique's claim of Rosco's last words referring to a Maractus planting seeds in his brain.
Rusco/Primeape/M - DECEASED. Primeape killed by Philter. Friend of Dominique's. Was near the Javelin plant, on the phone with Dominique, when he was attacked by Philter. Dominique reports that he claimed with his dying words that a Maractus implanted seeds in his brain.
Manectric/Satia/F - DECEASED. Detective killed by the Stalkers in the line of duty. Killed by Philter. Was onto something before her death.
???/"Philter"/??? - STALKER. So far the one we know the most about. Kills by inserting seeds into the craniums of their victims and letting the plant matter obliterate the brain. Two known kills, one of whom is Satia the Manectric. There is a witness to this murder. Video footage relevant to Philter has been found on Floor Two of the Javelin Manufacturing Plant. When Rosco the Primeape was killed by this Stalker, Dominique claimed that his last words were that a Maractus had planted seeds in his brain.
???/"Oblivion"/??? - PROBABLE STALKER. Name was found on the braille note, presumably as a signature. Not sure why. Stalker's identity, means, and body-count are unknown. Twisted sense of humor. In contact with someone who is "in the dark", and has only them as company. Mentions being "here again". Either someone with history with someone in town, or somehow connected to the Ariya incident. Former is more likely.

Interesting Spots.
Giphlin's Estate. Giphlin's orb is most likely meaningful. Bears further investigation.
Macanan Textile Manufacturing. Giphlin mentioned that her friend Poko saw something weird on one of the higher floors.
Sunspot Apartment Tower, Floors 31-40. There is an unconscious Pokemon stuffed into a locker there. Someone with the Lockpick skill, or a Fighting-type Pokemon, will be needed to open the locker. This Pokemon may be Cinci the Deerling's aunt, Clementine.
Superplex Shopping Center East, "You Remembered!" Gift Store. Contains a gem that emanates a comforting glow and instills viewers with a sense of peace. Gem is in a casing that can only be unlocked with the Security perk. This may only be openable at night.
Javelin Manufacturing Plant, Floor Two. Holds video footage relevant to the Stalker Philter. Footage is implied to include the identity of a worker who witnessed one of Philter's murders. Footage has been obtained and relevant information has been gathered.

To-Do List.
Interview Poko the Skarmory.
Visit Macanan Textile Manufacturing, most likely Floors 21-30, possibly Floors 11-20 (locations 89c and 89b respectively). May be better to wait until Poko has been interviewed.
Find Cinci's aunt, Clementine the Sawsbuck. Cinci has not as yet offered any clues where Clementine might be, but she has stated that the police are not presently helping. Clementine may be the Pokemon trapped in the Sunspot Apartment Tower.
Open the locker in Sunspot Apartment Tower, Floors 31-40 (location 1d). There is an unconscious Pokemon trapped inside. A Pokemon with the Lockpick ability, or a Fighting-type Pokemon, may open it.
Open the glass case in "You Remembered" Gift Store to collect a red gemstone that emanates a sense of peace. Can only be done with the Security perk. This should be done at night, in case the You Remembered Gift Store owner would interfere with a daytime visitor.
Interview Nairek the Maractus. He is presently the leading candidate for being Philter.
Interview Dominique the Archeops. She is the only one who heard Rosco's dying claim that a Maractus had planted seeds in his brain.
Find the exorcism teacher. As of now, we have no leads. Carmin the Gothitelle, as the owner of Black Rose Funeral Home, may be a candidate.
Visit Javelin Manufacturing Plant, specifically Floor Two (location 81b). Security camera discovered by Olea and opened by Ciel.
