The way I figured it out was, as Sarah said, the key was in the yellow boxes (in numerical order, NOT top to bottom or left to right like I was doing at first! XD). Also, the letters need to be in all caps. So the key is FBZIANKQSOWHBP, which goes in the yellow text box. Then just copy Sarah's message, paste it in the "Cipher Text" (the pink box), and hit the Decrypt button. You don't need to change any of the radio buttons like "Hexadecimal" or "Base 64."

So it leads you to that Picross puzzle. I wasn't sure if anyone wanted to solve it for themselves just for fun, but that's why I put the solution in that spoiler. It's funny, usually I'm kind of shabby at Picross puzzles (I even had to look up the rules again), but this one I managed to figure out.
