How do I modify a GIF image?

I just found a very cute GIF image from google that I'd like to now use in my avatar. It's the same person from in my sig. The image I found was very big. I'd try resizing it and some were little, but it always tells me it has the incorrect file extension. How do I change the file extension so that this new avatar can fit?

Actually, I think Bulbasaur helped. And now I have a very cute and charming avatar of my own. Thanks for trying to help. I never actually thought about opening it up with Paint or copying and pasting it into Paint, which was actually what I did.
