Hmm, not sure about anyone else, but I love this program known as FireAlpaca. Here (http://fire-alpaca.deviantart.com/) is where you can find a ton of stuff related to it, including a link to the download, which is totally free. I've been told it's very similar to SAI.

Updated the first post. I'll be reviewing all the ones Jesse posted later 'cause there's a lot. xD The link Suicune's Fire posted wasn't working for me, so I'll try it again later. :3 I also added some of the ones we have on PWN.

......Okay, okay, it's kind of a Fire Alpaca clone, but it's got neat stuff for making panels easier (not that I use them anyway)

Oh, do you happen to have any tutorials for the program? If it does comic/anime/manga stuff well, I'd be interested in learning it!
