Today we have a video by BrocksCorner (https://www.youtube.com/@BrocksCorner9)where they go over Pokemon NPCs that have illegal Pokemon. This goes beyond Lance and his three Dragonite that are under their evolution level. Some of these trainers are Gym Leaders and even trainers you see on normal routes.
