I actually was lurking because I was going to try and mine Wishmaker and the Eon Academy for more bedtime story ideas. I fobbed him off by retelling the plots of Pokemon Colosseum and XD, but he's really turning into a Pokemaniac. Don't know how that happened...

Hey Neo, I had a lot of fun over the last two days because of your event. I actually feel kind of naked without my Pachirisu avatar, so I was thinking about actually reverting back to it. I did have one small request though. Could I trouble you to create a version identical to the one you used for me except with the word "anarchy" replacing the word "liberty"?
I like that there will be this kind of skepticism towards the heroes' quest at first, but they will only encounter real organized and sustained resistance once they get closer to their goal. I definitely agree with the Jehovah's Witnesses comparison, and only as their situation becomes more desperate do they turn to violence more and more. I am actually kind of excited to see how the Verge and the Overseers play out in practice because they both have such cool ideals driving them.
I think in the beginning, the PCs might not encounter too much resistance from the Overseers and the Verge. Both groups don't want the humans back, but for different reasons. They also believe it's impossible for the humans to come back anyway, hence, why they don't take the PCs seriously. They'll still be on neutral grounds with the PCs. Later on, they could take note that the PCs are assembling the pieces of what they need to undo the wish, such as finding out what they got the Dream Mist for, and/or discovering the Pokémon that made the Jirachi wish. If either the Overseers or the Verge discover the PCs are making strong headway toward undoing the human disappearance, they will try to stop them, aggressively at that. And because it would involve betraying them, they might be a whole lot less forgiving toward the PCs. I see the Verge being mainly like Jehovah's Witnesses in the beginning, but a bit more cold and firm. They're a little intrusive, tend to go from door to door and preach, and try to gather as many members as possible. They also really don't like the Overseers and feel Pokémon should just let human innovations and civilization just collapse to the elements. Normally, they are not aggressive and would rather use words and dogma to build their ranks and influence, but if provoked or attacked, they will definitely defend themselves.
If we go with a Lord of the Rings-esque overarching plots with lots of little bumps along the way, how do you think NPCs and villains could be incorporated lest the PCs barrel through everything. Adding onto that a little bit, I think that it would be a good idea if the Verge and the Overseers have different components to the mystery, such as the Dream Mist for the latter, but due to their antipathy it is only our heroes who can bring all of those pieces together. And I really like this too! It's developed a lot in such a short period of time!
