From Last Vestige Safehaven westward, the Dustlands resemble a prairie, but eastward it gets progressively more like a desert. It used to be all prairie, but the Bloodcloud Wall seriosuly messed up the weather and that area stopped getting reliable rainfall, though it gets some fearsome windstorms and sandstorms occasionally. So that would probably be the best area.

Having most characters be from Safehavens was my way of giving everyone a reason to started together in the beginning, so we'd start at least somewhat organized. But your characters wouldn't be the first to at least start without a Safehaven.
Basically as long as your characters aren't Legendaries, or from a different time/planet/dimension then I'd probably be fine with them. ^^
