It was a long time coming but now cards have been banned for the Expanded format.
The Expanded format may not have seen any official play since Play! Pokemon has suspended tournament play due to COVID-19. Though, the format is still playable on Pokemon TCG Online. The problem is that some cards in that format were plaguing the Expanded format to the point that it was not enjoyable to play. Now Play! Pokemon has updated the Ban List with the advent of Vivid Voltage.
Below are the cards that are going to be banned in the Expanded Formation starting on November 27th, 2020.
Milotic (XY—Flashfire, 23/106) is now banned in the Expanded format.
Oranguru (Sun & Moon—Ultra Prism, 114/156) is now banned in the Expanded format.
Sableye (Black & White—Dark Explorers, 62/108) is now banned in the Expanded format.
Shaymin-EX (XY—Roaring Skies, 77/108, 77a/108, and 106/108) is now banned in the Expanded format.
Why Ban?

Milotic (XY—Flashfire, 23/106): Miltoic’s Energy Grace Ability allows you to accelerate energy from your Discard. The only limitation was that you couldn’t attach the Energy to Pokemon EX.
Now the game has developed to include Pokemon GX and Pokemon V. These Pokemon can accept energy from Milotic’s Energy Grace ability. Thus, it will accelerate the game state to the point that was not met to be using Pokemon that were not suppose to take advantage of this ability. Also, with the effects of certain Pokemon GX’s attack does not make an enjoyable game state so early on.
There are also cards like Ace Trainer that are meant to put your opponent behind if you have more prizes left then your opponent. Giving your opponent a limited hand while giving yourself a new hand along with a fully powered up Pokemon GX/V puts your opponent as huge disadvantage.
Oranguru (Sun & Moon—Ultra Prism, 114/156): Players were calling for Oranguru’s ban prior to the 2020-2021 Rotation. This was due to it creating infinite resource recursion and removing a win condition for your opponent. Thus, helps give control decks an unfair advantage to limit their opponent’s actions.
Oranguru’s Resource Management attack puts three cards to the bottom of the player’s deck. This could be done to keep a player from decking out while getting much needed resources. Thus, players will continue using control base strategies to run their opponent out of resources or progress the game state.
Sableye (Black & White—Dark Explorers, 62/108): Sableye was banned for similar reasons that Oranguru was banned. The Junk Hunt attack would allow the player to recycle resources that create an infinite resource recursion. Thus the control base players will gain an unfair advantage to limit their opponent’s actions.
Shaymin-EX (XY—Roaring Skies, 77/108, 77a/108, and 106/108): A ban for Shaymin EX has been called for by players since the introduction of Scoop Up Net in Rebel Clash.
That is because Scoop Up Net can pick up Shaymin EX from the bench. This will allow players to reuse Shaymin EX’s Set Up ability over and over again. Thus players can continue to draw cards and set up their board. Add this effect with other Pokemon based draw effect such Dedenne EX’s Dedechange and Crobat V’s Dark Assist, then the player can draw plenty of cards.
Dedenne EX and Crobat V do similar things to what Shaymin EX can do. The difference is that the most recent cards with a similar ability are limited to once per turn.
These bans go in effect on November 27th. So make sure to have your Expanded decks ready by then.
