Are you positive that first one is Inkay?

Since these are pretty much all Hoenn Pokemon, Tazz, I don't think that brown ear is actually Eevee's

Please just help! I think they're all Hoenn Pokemon, but I've went through the whole dex and can't figure out 3 and 12, and I can't pin down 1 between Lileep and Cradily.
