At first I questioned how that was legal, and then I remembered that this was America.

Also, my gyarados can learn sheer cold, but she already knows shadow punch, aerial ace, solar beam, and giga drain. Should I replace a move or no?

Sheer Cold is a OHKO move right? Or am I going crazy...i would get rid of one of the grass moves

Presumably the same way an armless Wooper and Ghastly can learn Ice Punch. And unlike with Gyarados, those moves are actually legit on those two. Yeah.

Yeah well it's a randomlocke so I don't control the movesets. And I would get rid of the grass moves except Gyarados gets STAB with those.

I've only done traditional Nuzlockes. The time I did it in Black was fun, but in Y, even that felt too easy.

We'll see how it goes in Sun and Moon.

I would say no. I've never really had much luck with those OHKO moves. Plus they're just cheesy even if they do work.
