Tazz, the gif seems to be from a video game of Puella Magi Madoka Magica, aka PMMM. It's your run-of-the-mill cheerful magical girl anime right up until around episode three, whereon one of the main characters gets her head bitten off. It does not get any more lighthearted from there.
