2/2 for story, obvs. That's one menacing pichu. ;)

13/13 for effort! I really love how you've done subtle shading that really works well. The thing that also stands out to me about this is that the banner around his neck. The fold and the way you've drawn the G looks really good! I also like the depth of the eyes, and the background is pretty basic and yet works well. The frowny eyes are so cute. xD Overall, nice job!
