It is. But being the insociable guy he is, Chaos actually likes it there. If you can get over the perpetual darkness and deadly silence, it's actually kind of beautiful there. Lots of lovely plants and vegetation. Void of any life forms except for Chaos himself, but he's not there at the moment. D.C. is off with the Ragnak, and L.C. is god knows where...
