No, technically it's a hole to a dimensional rift. I would not advise keeping oneself in between the hole...THINGS...Happen to people who keep between those points, and albeit the hole is stable, a Portal Cut would be the LEAST of your worries...

Considering an attack just shot through that hole strong enough to burn this BURN RESISTENT FLOOR, I would advise going there, claiming the hill-even if only for a few scant minutes-and gain powers from it's incredible abilities, THEN poke your head in the hole to prevent violent death. Even I, who would like that hill to remain mine, cannot deny the hill's ability to prevent death and revert time to do so is...Quite a boon for training.
