Do I need to Forge the Altar Night 8 after the other 2 steps are complete or can it wait until Day 9 ?

It can be done on Night 8 once the other two steps are completed. Probably would be a good idea since that would allow you to destroy the Gravemeld Phylactery and stop it from increasing mission disclosure.

If you look in the main action thread, yashas most recent interview with Lillian explains that we need to do 3 things.

1. Repair the altar
2. Create a holy cloth
Then, only after the first two steps are done
3. Forge the altar together

I dont want to have to copy paste the entire post over to here, so please, feel free to read it for yourself in the main thread if you have any doubts, or just trust me. :)

Please consider doubling up with Adrian (Morzone) to speak with Willow, or talk to Lillian for an assignment, like searching an unsearched area, or taking the painkiller needle to the poison sac in the Fetid Tunnel... I have trouble keeping it all in my head!

Looks like hes already posted! Go ahead and eat some berries to bring yourself to full health, and accompany him to willow (since he wanted someone to go with him).

If you feel like he'll be ok on his own, instead you can eat an enigma berry to reduce damage, then take the painkiller needle to the pulsing sac in the merc guild. Someone might be in there! But it's likely going to hurt.

I think Adrian specifically wanted me to go to cover their fire type weakness, but you'd also have a fire weakness, I believe.

2. equip the Dragonstar Flair
3. set my stance to Fight
4. hire a mercenary for 50 $Sp
5. go Learn Rescue/Escape from Bixas the Pinsir
6. if a free action help with the rescue of Brass
7. let Bixas know about the comedy show that Dimfred is hosting
8. if the side quest is complete go turn in the quest to Dimfred the Slowbro
9. Use a free adrenaline orb to help to forge the Altar
