Do we know how to unlock scavenging yet? Or is it unlocked already? Just been looking through the abilities/actions list and couldn't find anything about it.

It's been mentioned in dialogue but nobody has unlocked it yet! I believe scavenging is taught by Sebbit, who lives in the junkyard and was the first responder to payloads first attack in the town.
