so during 1 day or night cycle i wanted to interview 53. Sebbit the Drilbur ♂ [D] TEACHER: Scavenging Security Perk to get/learn both Scavenging & Security Perk ( but since its not possible to learn the Security Perk i need some advice on how to proceed )

however you answered too fast with

Yeah, but those items are single use items that behave as if you were using the perk. They don't replace the perk you started off with.
