Orin snorts a little. "In case you haven't noticed, nobody can find this place because it's shrouded with your divinity or whatever. The only reason I can is because I'm not blinded to it. Having partial control over this thing has its benefits. Point is, constructing cells anywhere else would put you - and me - at risk of being seen. Sure, there are places in town that not many folks go, but this is by far the most secure location. You think it's risky to keep me here? Try keeping a Stalker somewhere public and having to deal with the other Stalkers finding you while you're trying to buckle down just one.
"Look, I can give you these blueprints for constructing holding cells, but you build it anywhere else, you're putting yourself in danger. Ya know, even more so than the danger you've already gotten yourselves into."
You get the feeling that he's being sincere, and you can see the logic in his words...
