Ok. In general (this is a minor complaint with a disproportionate spiel): people are being very liberal with giving their characters a rating of 10 on the scale. 10 is for those whose powers are ridiculously out there, and it's ok if you don't have a ten rating: in fact, 99.99% of the parahumans in Orre probably don't.
To give you an idea of how hard it is to achieve a 10 rating: Sara, for example, is a Tinker who can literally improve upon the work of Victor Frakenstein... And manage her creations with an AI that puts Skynet and GLaDOS to shame. She can create new forms of life, and improve on what's already there.
She still has a /9/ in Tinkering. Not a ten.
The 10s are truly the extraordinary cases. Molly has a 10 Stranger rating because she can create multiple detailed illusions simultaneously while having them all act independently of her and each other. Because of the nature of her power, she can even fool night vision. And she can do this all within a radius of half a kilometer around her, leaving her capable of fooling entire portions cities and making them fall for her ruse if she plays her cards right. She can, in mid combat, make you look exactly like one of your enemies so that you're taken down by friendly fire.
/That's/ a ten rating. It's the Organization's way of saying "You know what? This power is ridiculous. Screw you guys, I'm going home." I mean, there's a reason that someone like, to single out names, Clydus is left relatively unmolested by everyone despite openly being a cape (and one with powers that are coveted by both sides, at that).
TL;DR: Be a little less liberal with the scores, basically. The rant was entirely disproportionate to the crime (especially because it's an easy fix), but it keeps my logic clear.
In order for the SUs:
@Dragon Master: I see barely any change to your SUs, and the main issue I asked you to address is completely untouched. No.
@TheoreticalSelkie: Just knock down Jack's Breaker rating to 8 and he should be fine. Taire's potential power will need kink sorting out, but that can be done when/if he gets them later and therefore is no obstacle to both characters being accepted.
@Lightning Dash: Chelsea looks mostly good. Her Stranger should be knocked down to about 7 or 8. It's powerful, but not to that extent. Her Striker is more problematic: it doesn't really play well with the Krane Effect. Fix those two things, and you should be fine, though.
@Princess Crow: Ellen is mostly good. The main phrase that's giving me fits is in her description of her Thinker ability, specifically, that she knows how to counter all moves against her. No. That's an instant win condition. Could future sight help? Absolutely. But it won't give you a perfect counter every time. It'll make you far harder to hit, but not impossible. Not by a long shot.
