I like the idea. Quite a bit (do you read Worm at all? That guy's powers sound quite a bit like Marquis). Stranger and Striker probably need tier numbers switched. And (I didn't mention this) the Outskirt Stand is destroyed. Thoroughly. It got mysteriously obliterated a few years before the lab was exploded.

But other than those very minor details, your SU looks good. Pending those modifications, assume you're accepted.

That's an easy enough fix, smuggling rings can start just about anywhere.

The numbers need to be switched. Your Striker sounds like a level 5 ability, not a 3. Visa-versa for your Stranger.
