Trust me. 1:3 Non-Eels to Eels is the golden ratio. There should always be exactly 1 Hunter and Medic (Granted, having the Medic double as the Prinny for the night round is a new one), but Masterminds are only if there are 3 confirmed Mafia members. Really, the Ratio is best.
