Despite its small size, it is capable of incredible special powers that can take down the biggest of foes. The golden ornament on its jaw is worn to intimidate enemies into thinking its bite is worse than its bark.

To further explain this fella. Most Pokémon of the Fairy type are depicted as cute and fluffy. Not all fairies are such things. Some can be relatively sinister and creepy looking. Combining such a creature with a Dragon? It's going to look a little strange, but still kinda cool. To better explain the epic jaw thing, it's an ornament, because fairies are attracted to shiny objects, while Dragons covet gold and gems. It's safe to say that the ornament it wears is worth quite a lot of money.
