I say it's stronger than an Ultimate but weaker than a Mega-an in-between, if you will. If you get to Mega, you're pretty much OK to fight him...At least, at base form. Chaos Mode will require party tactics and at least a whole team of VERY GOOD Champions at bare minimum, and Shadowlord requires some very odd interpretation of his abilities and some lateral thinking...As well as a team of Ultimate Digimon to actually take those crazy attacks.
That being said, yeah, the Kyubimon is going down in one hit. It's unconscious, NOT dead, but still down in a hit. You'll still need to do quite a bit of leveling before you can get on his level, and Lucemon in this case has been...Active.

An entire snippet of Tim panicking sounds like a perfectly reasonable thing to me.
I think most actions are going to be pretty awesome right now, we'll see how each character reacts under sudden stress/danger.
It's certainly going to be neat seeing how everyone reacts.
Also, there are two more points I have noticed in this situation:
1) The most immediate concern is that there are apparently multiple fire exits to the store, and yet the only visible exit other than the front is the door to the back room. Therefore, I think it is safe to assume that the only other ways out are through there, which is information that I don't think any character really has access to. Then again, the cashiers have been ordered to assist those in the store in escaping, and they certainly know.
2) Less important to what's going on now but perhaps more important to the grand scheme of things being Digivolution. Nemeros seems to be able to hit Champion at will, but can't keep the form without eating a lot. Kyubimon is able to do so whenever as well, seeming to not have that restriction, but we haven't seen much of it yet. And Impmon has also hit Champion, but none of the four there have been able to reproduce the event thus far. I would imagine Champion is going to be accessed rather early in this story.
...Compiling information really has become a habit of mine, hasn't it? Well, I suppose it isn't that much of a problem, since it can only really keep us consistent with one another. Hope it's not being a bother to any of you guys.

@Sieses I'm pretty sure I did mention the game store has Fire Escape/Emergency Exits around the back of the store... also I do not object to your info gathering. XD
Nemeros is also sort of a Digimon on his own. Sable's Aunt is not his Tamer, he's more like an obnoxious house pet who thought it's cooler getting free food for being a decent bug than causing mayhem for those who will put up with him. XD
I'm waiting for Signia and Rift to hit Champion. It's going to be hilarious.

I'm sorry I haven't been around so much, guys. I had that appointment with the specialist, interview prep, the actual interview, school work, chores, the anniversary of my grandmother's passing and now I have to go help dug the hole for her urn tomorrow. Her burial is Saturday, and I'm not handling my emotions as well I had I hoped.
I really will try to get a post in tomorrow. Again, I apologize for my inactivity this week.
