If sonic DOES, somehow win by doing absolutely nothing, it will be a requirement, before anything else, that he immediately change his name to 'Luigi' to be in line with the "Luigi wins by doing absolutely nothing" meme. Or have 'Luigi' in it, however obscurely. Like, Lsuoingiic20 or something.

But Luigi does stuff all the time. He's better than Mario in Smash, he vanquishes ghosts, and he gives people death glares in Mario Kart.

Not much of a Jigglypuff fan, sorry. Although the way she scribbled on everyone's faces with a sharpie was pretty funny.

Now, one other Pokemon that would be very, very funny to see people turned into en masse would be...

Bellossom.

Sure, being turned into a fuzzy, yellow, electric mouse is goofy, but being turned into a flowery, dancing and singing Hawaii hula dancer Pokemon is just blatantly ludicrous and epically zany.

But Luigi does stuff all the time. He's better than Mario in Smash, he vanquishes ghosts, and he gives people death glares in Mario Kart.

He's also very good in generally every Mario game where he isn't a clone of Mario-his lower traction means nothing compared to his higher jump height. He's also got much more potential than Mario in general. He's so awesome that he doesn't need to lift a finger to win; hence, Luigi can win by doing absolutely nothing.

It's just boring that way.

Also, I demand a Jigglypuff/Bellossom fusion to make something even more hilarious than the duo divided. Jigglossom, it shall be called.
