It's not mocking at all! Luigi is the only one who CAN win by doing absolutely nothing! Anyone else who tries fails! Even Chuck Norris must exert (a miniscule amount of) effort to do anything! Granted, Chuck Norris can do far more than Luigi, but a point must be made of that he must do so by, well, doing.

...Or, rather, Luigi's victory by doing absolutely nothing proves he's the smartest of the lot of idiots by a considerable degree. Or just really lucky.
