I would say 6-7, because that's around the level Pidgey learns Gust, so you can train the others on Route 3. Otherwise, 8 is high enough, they aren't that high leveled.

So I'm about to go into the Viridian Forest in my FR/LG Nuzlocke. I have my four Pokemon (Bulbasaur, Pidgey, and two Rattatas) at LV. 6. What level should I get them to, before fighting trainers in the Viridian Forest? I recall the trainers having somewhat high leveled Pokemon in R/B/Y. I'm thinking at least LV. 8.

The Trainers range from lv6 to lv9 so somewhere in between there.
