Rocky returned his tired Pokemon to their Pokeballs and looked around the area. A lot of the defeated trainers were making their way towards the town ahead. He decided to follow them towards the city and try to get some information out of them. He ignored the people with backpacks on, who were clearly from out of the area and tried to start up a conversation with a few of the people who looked as though they were locals.

"Now those were some good battles!" He said as he approached a small group of local trainers heading towards the City. "Hi, My name is Rocky. I am visiting Kanto from the Sinnoh Region. Are all Kanto trainers as tough as the trainers around here? Or are Vermilion city trainers better than the rest?"

After a bit of generic Pokemon conversation Rocky asked, "So what is the deal with that 'Lt. Surge'! I heard someone say he was a criminal. But that can't be right can it? Criminals don't get to be gym leaders! Do they?"
