Just go to a gym and participate in a raid with it there. So check community hubs for your area that tell if it's there or not since it's a time limited event.

You should be able to starting level 5. You just need raid passes. Which you can get one at a time, once per day, and you can buy more too. Not everyone wants to pay though. Just spin the pokestop at a gym and it gives you a pass one time each day.

Yeah, but don't I actually need good Pokemon for a raid? My highest CP on a Pokemon is like 600, lol. :[

Well yes and no. As long as you have enough Pokémon to participate and do aleven a little damage. You should be fine. Assuming you have enough people able to participate and help widdle down the Pokémon there and beat it. You can always quickly rejoin after healing your team or use a totally different team! Rejoin and if successful you get a chance to catch it. Number of balls you get to try depends on your participation, if your team is in control of that gym at the time, or and one other thing I forgot xD. You should have at least a minimum of 5 balls to try at the least. That's the lowest I've seen so I can't say if it gets lower.

Don't fret if you don't catch it first try. It's not gauranteed. Just watch it for awhile at first. Learn it's patterns and attacks. Then time it right and give it a shot! Golden berries help tons!
