well all the Cosplay Pikachu in ORAS had to be female. Cause the Pikachu you get was a female. So they all had the heart shaped tail. The anime had a different Pikachu in each of those costumes. That's pretty much why there's a male design for some (aside from some artists out there).
Pikablu was a fictional thing since Gen 2 xD. Like the many many rumors before the internet was as big as it is now.

"Pikablu" is Marill, though, they just got the whole silly thing mixed up upon first seeing Marill just because it has a few similarities to Pikachu. :P
i mean we got an Alolan Sandshew that is ice/steel & a Alolan Raichu that is Electric/Psychic
so why not an Alolan Pikachu ?

Yeah, that's a good question, but my guess is that it's a pretty big move to make something to contend directly with Pokemon's main mascot. Doing it with Raichu was relatively safe territory because it's not the mascot of Pokemon that Pikachu is, whereas when it comes to Pokemon, it's Pikachu that gets stamped everywhere. So that's probably why they didn't want to give Pikachu an alternate form. And I imagine they're likely going to keep it that way.
in addition to the Normal Pikachu ( that everyone knows ) could we also see a Galarian Pikachu form in Pokémon Sword/Pokémon Shield ?
