Orein is patrolling Silvercoal City Metro Station West when you find him. His stoic expression gives you the impression that he's a serious Pokémon. He waits for you to approach. "Sunset is coming soon. I recommend removing yourself from the streets, lad."
You tell him that you are an Emissary, and explain your mission to him. He seems to barely react, but you can tell that he's subtly impressed.
"It takes a valiant Pokémon to dedicate their lives to the protection of others," he states, as if it's absolute fact. "I teach this skill myself, which I presume is how you heard of me. The pamphlets were...not my idea." He sighs, and although you don't know who he's talking about, you suspect that he wasn't inclined to reveal his name and skill despite the fact that he eventually did.
You ask him about the Stalkers, and explain that you and the other Emissaries have gathered evidence pointing to more than one Stalker, although you aren't sure who they are, what each of them does, and how many there are in total.
Orein looks to be in thought as he brings up a lance-limb and slashes the air. "Stalkers are evil, sinful creatures," he growls, tone stable and serious. "I loathe them. I would cut them all in half if I had the chance," he explains, his voice taking on a dark edge. "I shall help you in any way that you deem useful," he offers, lowering his head in a sort of bow. "If I had any information on them, I would tell you."
Next you ask him what might need protection, and he considers your statement for a time.
"Children. Adults. The elderly. The disabled. The good, innocent people of this city. I have no regard for its scum." His face hardens again, and you suddenly feel relieved that you are on this Pokémon's good side. "Everyone in this city needs protection," he continues, "and you, my noble friend, have elected to perform this duty just as I have. I assume some of your teammates also have this calling. Pass on my thanks and respect when next you see them."
"Apologies for the short exchange, but I must resume my job." He gives you a single nod and then pauses, unhooking the pouch at his side designed for his long lances, and offers it to you. "Open it."
You open the pouch and find a syringe inside. It's small and filled with an odd green liquid, which you are first sceptical of. Then Orein catches your eye again.
"It's called a Verve Syringe. You may have encountered the many traps which have of late been populating the city," he hisses. "Taking one of these will enable you to encounter a trap and sustain less damage. It will last an entire day and night. Use it wisely."

"So long," Orein grunts, acknowledging you one last time before returning to duty.
