Operations named after Dugtrio, Starmie, Spearow, Steelix, and Totodile have been used to hack into personal devices, while an operation named after the Weeping Angels from science fiction show Doctor Who is probably the most controversial of the bunch.
Pokemon GO devs Niantic have ties to the government as well, given that their geological software was originally made for government use.
