The storms are a punishment from Lugia. Lugia is upset that they don't have a Pokemon Go team.

They could just ask. I'd give up my phone so a legendary being that may or may not have any understanding of modern technology could have some fun.
If they can't use it, I'd trek alongside them... If they were willing and wouldn't accidentally flatten me.
