Then again if you think of it in terms of definitions, a "True theory" means in essence that it is not a fake theory, that it meets the definitions of a "Theory" and therefor can be considered a "true" theory rather than a "Fake" theory which would be something that isn't a theory but looks like it is.
I guess its like saying "His favorite color is green."
Some might call that an opinion, but really it's a fact (Assuming his favorite color really is green) because the statement doesn't claim that green is the best, rather it confirms the existence of an opinion, belonging to a person, with the attributes of believing green to be the best color.
