I know the office where I work would rather have employees call their emergency number first, likely because they would work with the emergency responders and would tell them where to go and how to get there. Security would be way more familiar with the layout of the campus and if the person who is calling for help is on the third floor of building C, the police or paramedics might not know what building that is, but security would and could direct them there.
I still think it might be better for Noble to try campus security first if she knows their number. But yeah, like I said, if they don't help out or pick up the phone quickly within the first five minutes, go with 911.
