While in fact it's not necessary to make something amazing and beautiful. Games like Undertale, Oneshot, and Pokemon Mystery Dungeon prove this otherwise. Very few TV series do this as well.

Yeah while Undertale doesn't take quite the same path as Steven U does just due to the nature of their story telling, PMD and Steven U are actually quite similar in their story telling methods. You start off with mostly cutsy filler with not too much seriousness going on but as you draw closer to the end more and more serious episodes start showing up.
