    Is it cheaper to build a laptop too, or just desktops?
    Either way, even the pats for a cheap PC would be like twice my total savings :P

    Laptops are more expensive to build than PCs. So if you plan on using it mostly at home anyway I'd recommend a PC. Otherwise if you need one for portability. Yeah, go laptop.
