Keen, got one or two flavour question however:
-Are the operatives highly skilled trainers who were tapped on the shoulder and received training for this mission to be operatives, or is that their career with some agency?
-Are the civilians high ranking trainers?

Thinking of doing two characters, husband and wife on the cruise, one is an operative (possible unbeknownst to the other.) and one a civilian

Hey, glad this has your interest!

For the first one, it follows more with they were tapped on the shoulder and given the "what you need to know for this mission" training, although the later case would be applicable for some of the other operatives on board. Truthfully, both cases are valid, as those who would have applicable prior experience that fits with the cruise ship's staff (bartending, waiter service, culinary experience, retail, and so on..) would have been reached out to and given an offer to participate in this as they need people who can convincingly fit those roles (standard operatives might not know how to mix drinks as well as someone who has been doing that for years). In terms of percentages, I'd say 80% were given the training whereas 20% are seasoned operatives who either associate with an agency or have a prior successful background as private investigators or private security.

For the second one in terms of civilians, generally yes, unless they're relatively rich and bought their way in. That or you knew someone who works for the cruise line and got special access to your tickets before they even went on sale.
