It creates a dream quest where all four pokemon you picked will show up. In the case of Ev items they will be in there two. At the end of the dream a trainer will be able to take two things out. For the harder to get pokemon that might mean they can only take an easier to catch pokemon or an evo item.
I honestly just like the gift pack idea. It seems less complicated.
