I don't think you get my question-I understand that much. I have tallies for all of those things and the concept makes sense. Allow me to rephrase it...Togepi's requirement is 20 wild Captures. Not '20 Pokemon in Dex' (which is basically the wording for Feebas'es requirements with '20' instead of '170'), but 20 wild captures. And you have said in the past that Gifts don't count for the capture total-that's definitely part of the Dex total, of course, but definitely not the capture total.

I'm asking why Lucian is getting a Togepi because Lucian doesn't actually have 20 captured Pokemon! While I'm at it, I should point out that the same is true of DASH and MAGNUS, the latter sitting at the highest capture total of anyone in GCeA as of right now...19. Yes, ONE short as of right now!

Im not sure where you got that from if there is a rule that says that please find it for me otherwise I have no idea what you are talking about. Since the first gcea all pokemon have been added as captures no matter what if they were your pokemon they have been added to captures first.

Please find the rule that says this and I will adjust it because there has been some confusion here.
