...Another question. If a Pokemon not capable of Mega evolution takes the drug, how does it affect them? Can you get high on Mega? Is the drug literally just called Mega? What other street names does it have? How is it applied?

I fully intend to begin exploring these questions in Day 2 of the events because drugs is an aspect of worldbuilding I have never before explored and now my imagination is running wild and I feel an urge to play Station to Station really loudly.

OH MY GOD in PSMD if you're Mega Evolved for too long they've got the Berserker status and you attack EVERYTHING I MIGHT BORROW THIS IDEA
