Having looked into the process of doing a snapchat filter, it is actually extremely expensive to do something like this. Businesses must purchase the right to use copyrighted images and there is no option for a permanent filter. Only snapchat is allowed to make permanent filters. All other filters must be temporary and the longer it is out the more money it costs. While I doubt money is much of an object for Nintendo, this would explain why it is not permanent.

Really, damnnn, that's crazy. But that does perfectly explain why, though.

Yeah and it takes them a super long time to approve filters too.
