Yeah codeword anagram is really the only viable thing. ~~why is it people only ever use anagrams. Get creative with ciphers people!~~

How did y'all get the specific link? That may give clues as to what needs to be done.

EDIT: We're fools. It is Venonat, except it's upside down! What to do with this I don't know now though.
The code for the hunt for us is Torch, but not sure if that is related.

You're on the right track!

the thing you want in the end is the name of a board and the page number which you need to search to find one of the items from the letter!

1. Venonat
2. Codeword
3. Anagram

So it's got something to do with Venonat and codewords, like what Soulmaster was saying above.

And something to do with an anagram.

And in the end you need to end up with the name of a board and a number, so you know what page of the board to search in.

XD I caught that much, I meant in terms of my mind will not fit these pieces together without some sort of jarring realization. It just won't.

We have all the clues from the image, I think. It was a venonat upside-down with an anagram of the phrase "Codeword Anagram". And our codeword for Venonat is Torch. That's what we have so far.
