How will it be judged? Will it be judged by someone or is it via poll?

It will depend on how many entries we get as to how it will be judged. If we don't get many, I will try and use all of them in some way (some for main theme banner, forum icons, tokens, site banner etc.). If we get a lot, I might ask a couple people to help me judge :) But I am open to making more than one theme for sure! :D Looking forward to seeing your entry! <3

Would we be able to submit a version of the artwork with a background AND a transparent version (of the same artwork)? I'm just wondering because I was thinking of doing a background with mine, but I could provide a transparent version too if that works better with a theme.
