I recommend going through one of the upper-class apartment buildings to see if Nairek is hiding anything there. Whitehall, Sapphire Overlook, Cloudrise, and Sea Guardian are her likely dwelling places. Given that the tendril lockbox was found at Shalerich, that Whitehall is the physically closest apartment complex, and that Nairek is a strong subject, I'd pick a floor on Whitehall.
