I guess he expects the bad guys to be in abandoned areas so he's patrolling there? I dunno. I don't think it's that suspicious. Though it would be a pretty cool twist if a tutor was a stalker. XD

I'm not necessarily supiscious, I just found it rather odd. But considering what else is there, I thought it best to point it out in case it ended up being important. And is someone paying him to do this, or does he volunteer?

Why is he patrolling an abandoned subway?

He's a security guard, so he patrols public locations even if they're abandoned for suspicious activity. Sorry, should have cleared that one up. xD also i may have accidentally written in the wrong location then forgot to double-check it

This action provides a highly advanced amount of intel on what an NPC does on a day to day basis as you watch and record everything they do while hidden from scrutiny. Using Investigate will allow you to fully learn where that Pokémon lives, where they work, their personality traits, their likes, dislikes, profession, what their hobby is, and if they have any items of interest within their possession.

Also, I don't think it's quite worth investigating Nairek right this second, personally. It spends two cycles and we've got someone queued up to look through her apartment and interview her husband, so I don't think we need it just yet.

That's a good idea, though since it takes 2 cycles it would probably be better to do it after you fix that codex book.
