I don't really get the date and time on the email, they're such weird numbers! xD What a strange universe we've entered... Unless it means something else.

They're definitely weird, but considering the way they move up, I'd say 15 is the month. And there's a least 50 hours in a day. Though doing the math on the call times, there's still 60 minutes in an hour, and 60 seconds in a minute.

ie; this:
10. Pormalu the Arcanine (Police Chief), 11. Sequintia the Pyroar (Deputy Director) are among the (15) Silvercoal City Police Station staff.

or this:
10. Pormalu the Arcanine is the Police Chief at the (15) Silvercoal City Police Station.
11. Sequintia the Pyroar is the Deputy Director at the (15) Silvercoal City Police Station.
