California is one of those states that has water shortages a lot. So bottled water is something everyone likes to have in that "just in case" situation. Heck in fact, my dad is precautions like that in a way and we live in Georgia. Where it's not so bone dry like in CA. So people over in CA just like to stay stocked on it just in case.

Tap water can vary here. When pipes mess up, they flush it or with chemical. Sometime it lasts for a few days. So either you pour tap and boil the water first or you can drink bottled water to be safe. So most people in the affect area drink bottled water
