Free, it's just a rare chance getting it. Niantic hands them out at certain points to random players. If you've been to a gym that holds this event at times your chances are higher. Not garunteed, but higher. Still pretty rare

Thing about these too is you are given a ticket with it telling you "you've been invited" and it gives you a location nearby and a time when it will spawn.

How much are they?

You get it by raiding at gyms. An EX raid gets triggered at eligible gyms if there are enough people raiding there that week, and then it's a lottery as to which of the people who raided there get a pass. Usually about half get one. Don't have to pay anything though that would be way easier xD
@Chakramaster I'm definitely going. Hopefully I can catch it! I have a lot of rare candies to use on it haha
