Read the dex entries fam, water arcanine makes even less sense than alolan fabio he man the boy band. But whatever floats your fluffy boat. Go to my Create an Alola thread if you want to create a water arcanine.

And Ninetales Dex entries suggest it being Psychic-type. Ever since its introduction.

Ninetails would have made a really good Psychic type. with maybe an Ice secondary typing. I have always looked to the dex entries more than anything else when peering into the life of a pokemon, which Game Freak and Nintendo seem to dismiss entirely.
