Vermillion is probably the best bet, due to transportation that's already canon such as the S.S. Anne as well as the S.S. Aqua, it's central location in Kanto, the seagallop ferries to the Sevii Islands, and it's not at all a stretch to say that there are boats going from Kanto to other regions.

Plus the pokemon fanclub is there. Just sayin'.

I'm also currently working on a character, I've just been hanging with friends a lot and the one time that I did I couldn't even connect to the internet and my character was on google docs. But I'll hopefully have a character up at the MAX in 2-3 days.
